- Title deed (mulkiya) issued in the buyer’s name
- Registration with the Ministry of Housing and Urban Planning
- Digital register under the 2026 Real Estate Registry Law
- Off-plan: contract registered during construction, title at completion
How ownership is proved in Oman
Ownership of property in Oman is evidenced by a title deed, locally the mulkiya, issued and recorded by the Ministry of Housing and Urban Planning. The register is the authority: a sale agreement gives you contractual rights, but it is registration that makes you the owner, lets you mortgage or sell, and triggers the property-linked residency routes. The Real Estate Registry Law in force since 18 May 2026 modernised the system, making registration and proof of title digital; it did not change who may own or where.
This page explains what the deed contains, how registration works for completed and off-plan homes, the fees, joint ownership, encumbrances and inheritance, and how registration connects to residency timing.

A ready resale typically completes four to eight weeks after reservation. See ready-to-move property.
Registering an off-plan purchase
For a home bought during construction, the sale contract is registered with the Ministry during the build, protecting your interest against the developer and third parties, while instalments are paid into the project’s escrow account. Title in your name is issued at completion once the price is settled and the unit is handed over. The 2026 residency amendments recognise units whose registration is not yet complete, which is what allows the Owner Visa route to begin before final title; in Sultan Haitham City, eligibility starts at 30% paid. See off-plan property.
Fees and costs of registration
A registration fee is charged on transfer as a percentage of the property’s value, set by the Ministry and customarily paid by the buyer; modest administrative charges apply for extracts and certificates. Legal fees for the conveyance are separate. There is no stamp duty equivalent and no annual property tax. We set the current rate out in your cost schedule. See fees and ongoing costs.
Joint ownership, companies and heirs
Title can be held jointly with shares recorded, by spouses or co-investors, subject to the Ministry’s and community’s requirements; a company can be the registered owner within its licensed activity. Freehold title is inheritable. Non-Muslim owners can register a will governing their Omani assets so that succession follows their wishes rather than default rules, and we recommend doing so at completion. See legal and transaction support.
Encumbrances and title searches
Mortgages, charges and restrictions are noted on the register, so a title search before you reserve a resale shows whether the seller can transfer clean title and what must be discharged at completion. Outstanding service charges and community fines are settled before transfer under the masterplan rules. Your lawyer runs the search and we do not proceed without it.
Why registration timing matters for residency
Outside Sultan Haitham City, the Owner Visa follows registration of a residential unit in your name, so on an off-plan purchase the residency timeline tracks completion. In Sultan Haitham City the 30% rule brings eligibility forward during construction. If residency on a date matters, we factor registration timing into which unit you choose. See residency by property.
