- Freehold plots for foreigners exist only inside designated communities
- Serviced plots: roads, utilities and approvals framework in place
- Design and build typically two to three years from purchase
- Larger parcels available to companies under usufruct
Can a foreigner buy land in Oman?
Yes, but only in the places designated for it. A non-Omani can take freehold title to a serviced plot inside an integrated tourism complex or an approved project, build a home on it within the community’s design code and own the result outright. Outside those zones, land is not sold freehold to foreigners; it is held under usufruct, a long-term renewable right of use that companies and investors use for commercial and development sites.
Plots appeal to two kinds of buyer: the family that wants a house to its own design on the coast or the fairway, and the investor who wants to hold land in a masterplan before it is built out. This page explains what is available, how the build process works, what it costs and how residency attaches, and where the usufruct route fits.
Where plots are available to foreign buyers
| Community | Plot type | Typical plot size | Status |
|---|---|---|---|
| Al Mouj | Golf and lagoon villa plots | 500 to 1,200 m² | Occasional resale; new releases rare |
| Jebel Sifah | Hillside and golf villa plots | 600 to 1,500 m² | Released by phase |
| Muscat Bay | Cove-side villa plots | 700 to 1,500 m² | Limited |
| Yiti | Villa plots in new masterplans | Varies by project | Off-plan releases |
| Hawana Salalah | Lagoon and beach villa plots | 600 to 1,200 m² | Released by phase |
| Sultan Haitham City | Villa plots within neighbourhoods such as Hay Al Ahlam | 400 to 800 m² | Developer-led; check each project |
Plot sizes are indicative. Availability changes with each release and we hold a current list; see also the approved freehold areas.
How building on a plot works
- Buy the plotReservation, sale agreement and registration as for a built home. Title is freehold within the community; the design code and build deadline are written into the agreement.
- Appoint an architect and get design approvalThe community developer approves the design against its code (height, setbacks, materials, pool position); the municipality then issues the building permit.
- Tender and buildA licensed contractor builds under a fixed-price or measured contract; most community villas take 14 to 24 months on site.
- Completion and occupancyFinal inspections, a completion certificate and connection of utilities; the community signs off the exterior.
- Residency and lettingOnce the home is registered as a residential unit it supports the Owner Visa; the house can then be let or occupied as any other villa.
We introduce architects and contractors who have built in each community and manage the process for owners based abroad. See legal and transaction support.
Costs of buying and building
Budget in three parts: the plot price and its registration fee; design, permits and construction, with build costs quoted per square metre and varying with specification and site conditions; and the community service charge, which starts from registration of the plot rather than from completion of the house. Most masterplans impose a build deadline of two to four years, with charges for leaving a plot vacant beyond it. We put the full budget together with a contingency before you commit. See fees and ongoing costs.
Residency when you buy land
The June 2026 amendments extended sponsor-free residency to foreign nationals who own land designated for development as well as to owners of residential units, so a registered plot in a designated community can support an application before the house is built. Once the home is complete and registered the normal Owner Visa position applies, and a finished villa that reaches OMR 250,000 or OMR 500,000 in value supports the five- and ten-year Investor Residency tiers. We confirm the route for the specific plot in writing. See residency by property.
Usufruct and development parcels
Outside the freehold zones, foreign-owned companies acquire sites under usufruct: a long-term, renewable right to use and develop the land, registered against the title and transferable with approval. It is the route for hotels, commercial buildings, logistics sites and residential developments in the governorates, and for the larger land plays that investors ask about. Terms, permitted use and the approval chain differ by location and sector, so each parcel is a project in its own right. Our usufruct and long leases guide explains the framework and commercial and investment property covers the opportunities.
Risks specific to plots, and how we manage them
- Design code and build deadline read before purchase, with the penalty for delay understood
- Ground conditions and site levels checked; coastal and wadi-edge plots carry extra engineering cost
- Orientation and neighbouring plots assessed for views, shading and privacy
- Utility connections and capacity confirmed at the boundary
- Contractor licensed, insured and paid against certified stages
- Service charge liability from registration budgeted
Plot or finished villa: which is better?
A plot gives you the house you want and, in a rising community, the land at an earlier price. It costs time, management and a higher total outlay once build and finance are counted, and it carries construction risk. A finished villa gives certainty and immediate use. Buyers who intend to live in Oman and want a specific design choose plots; buyers who want an asset they can let or sell quickly choose finished homes. Compare on villas and townhouses.
