Omani fort and coastline at golden hour — ownership and residency rules for foreign property buyers

Residency & Ownership

Ownership & Residency in Oman

Two separate pathways, each with its own rules: what foreigners can own, where, and how a purchase or investment can support living in Oman.

  • Freehold ownership for all nationalities in designated communities
  • Usufruct and long leases outside freehold areas
  • Sponsor-free residency for property owners since June 2026
  • Family included; long-term tiers for larger holdings

Ownership and residency are two different questions

Buyers often arrive with the two fused: "if I buy, do I get to live there?" In Oman they are separate systems with separate rules. Ownership is governed by land law and the designation of zones where non-Omanis may hold title; residency is governed by the Foreigners’ Residence Law and the decisions of the Royal Oman Police and Invest Oman. A purchase in the right place supports a residency application; it does not grant residency, and the two are confirmed independently.

This section explains both in plain language: who can buy and where, what title you receive, the usufruct alternative outside freehold zones, and then the residency routes that attach to property and investment, from the sponsor-free Owner Visa to the ten-year Investor Residency, with family and retirement covered. Rules here have changed several times since 2025, always in buyers’ favour, and we date what we publish.

How the two connect in practice

  1. Choose a home in a designated zoneFreehold title is what every property-linked residency route rests on; usufruct generally does not carry the same benefits.
  2. Register title, or reach 30% in Sultan Haitham CityRegistration triggers the Owner Visa; the payment certificate triggers eligibility in the new city.
  3. Apply, sponsor-freeThrough a licensed partner with the Royal Oman Police, or via Invest Oman for the Investor tiers.
  4. Add the familySpouse and first-degree relatives on the owner’s status; attested certificates required.
  5. Keep it while you ownPermits renew while ownership continues and end on sale; plan any disposal around the family’s status.

What changed, and when

  1. 2006Foreign freehold ownership opened in integrated tourism complexes.
  2. 2018 to 2021Regulations widened ownership to further designated areas and to apartments in approved multi-storey buildings under usufruct.
  3. 31 August 2025Investor Residency Programme relaunched via Invest Oman: five years from OMR 250,000, ten years from OMR 500,000.
  4. September 2025Sultan Haitham City decision: residency eligibility at 30% paid; family above OMR 50,000.
  5. 18 May 2026Real Estate Registry Law (Royal Decree 56/2026) in force: digital registration and proof of title.
  6. 22 June 2026ROP Decision 87/2026 in effect: sponsor-free Owner Visa and residency for licensed investors, extended to units not yet fully registered.
  7. January 2028Personal income tax of 5% above OMR 42,000 scheduled to begin.

The caveats we repeat on every page

  • Ownership is only in designated zones, confirmed plot by plot in the sale agreement
  • Residency is eligibility to apply; the authorities decide, and permits are renewable and conditional
  • Property-based permits end when the property is sold
  • Oman does not offer citizenship by investment
  • Rules have changed quickly and may change again; we date everything and confirm the current position before you commit

Frequently asked questions

Does buying property in Oman give me residency?
A registered freehold home supports a sponsor-free Owner Visa for you and your family; in Sultan Haitham City eligibility begins at 30% paid; OMR 250,000 and OMR 500,000 reach the five- and ten-year Investor tiers. All are eligibility to apply, not automatic grants.
Is there citizenship by investment in Oman?
No. Property and investment lead to renewable residence, not nationality.
Where can foreigners own freehold?
In integrated tourism complexes, Sultan Haitham City and approved projects. Elsewhere, long-term usufruct is the route.
Do I need a sponsor?
Not since 22 June 2026 for property owners and licensed investors.
Can my family live in Oman with me?
Yes: spouse and first-degree relatives on the owner’s status, with relaxed age conditions for dependants under the 2026 rules.
What happens if I sell?
A residence permit based on the property ends on transfer, for you and family under it.
Is usufruct as good as freehold?
For use and business, often yes; for residency and resale, freehold in a designated community is the clearer route.
How often do the rules change?
Several times since 2025, each time widening access. We date everything we publish and confirm the current position before you commit.
