What the programme is

The Investor Residency Programme is Oman’s long-term residence route for people who invest in the country. Relaunched on 31 August 2025 and administered digitally through Invest Oman, it grants a renewable five-year residence for a qualifying investment of OMR 250,000 and a ten-year residence for OMR 500,000, each extending to the investor’s spouse, children and dependent parents, with no local sponsor. It is commonly called the Golden Visa or Golden Residency; the ten-year tier is also available to businesses that employ Omanis at scale.

For property buyers it is the tier above the Owner Visa: where a home or combined holdings reach the thresholds, the investor can hold a long-term permit rather than one that renews on a shorter cycle. This page sets out the tiers, the qualifying routes, who is included, the conditions, the process and how it fits with the other property routes.

Thresholds are as published at the relaunch and confirmed with you before you commit; earlier tiers were replaced and holders of older cards renew on their existing terms.

Qualifying routes

Property

Completed property with registered title in a designated community at or above the threshold. Larger villas in Al Mouj, Jebel Sifah, Muscat Bay and Barr Al Jissah reach both tiers; combined holdings may be considered. See villas and townhouses.

Company investment

Capital invested in an Omani limited liability or joint-stock company at the threshold, evidenced by commercial registration and paid-up capital. See business setup in Oman.

Bonds and deposits

Government bonds or a fixed-term deposit at a licensed Omani bank held for the required period, in the applicant’s name.

Employment creation

A business employing Omanis at the published scale qualifies for the ten-year tier.

Who is included and what holders can do

  • Spouse, children and dependent parents included on the investor’s permit
  • No local sponsor; the investor is the principal
  • Right to own property and businesses in Oman
  • Right to sponsor domestic staff
  • No fixed minimum-stay requirement at present
  • Access to healthcare and education on the same basis as other residents

Conditions

The investment must be maintained for the life of the permit, and the authorities may verify it at renewal. Applicants must meet age, financial-standing, medical and clean-record requirements and provide attested documents for family members. Where the qualifying asset is sold or the investment withdrawn, the permit lapses. For the property route the home must be completed and titled; an off-plan purchase qualifies once title is registered.

How to apply

  1. Confirm the route and thresholdProperty value or investment evidenced; combined holdings checked with the authority where relevant.
  2. Gather documentsPassport, title deed or investment evidence, attested family certificates, photographs, medical and police clearances where required.
  3. File through Invest OmanDigital application with the published fee; licensed partners can prepare and submit.
  4. Approval and issueVisa issued; entry, biometrics and residence card in Oman.
  5. Maintain and renewInvestment held; renewal at the end of the term on continued qualification.

How it fits with the other property routes

Below the thresholds, the sponsor-free Owner Visa applies to any registered home, and in Sultan Haitham City eligibility starts at 30% paid. Many buyers begin there and move to the Investor tier later by trading up or adding a second property. Which is better depends on how long you want certainty for and whether dependent parents need to be included. See residency by property and the residency overview.

Fees and timing

Government fees are published by Invest Oman and are higher than for the Owner Visa, with licensed partners charging fixed preparation fees agreed in advance. Processing time varies with documentation and season; legalising family documents early shortens it most.
